Labels on Medical ID Form Are Obscured

• Detailed description of the issue
When first creating a Medical ID, scrolling down to fill out some of the various fields shows "+" buttons obscuring the field labels.

Workaround: Scrolling up to the top of the form and then back down removes these "+" buttons.

• Steps to reproduce
1. Open the Health app
2. Tap the Medical ID tab
3. Tap "Create Medical ID"
4. Scroll down to "add emergency contact", etc.

• Expected result
No "+" buttons should be present, and the label text should be perfectly visible.

• Actual result
Label text is obscured by "+" buttons
