Provide a mechanism similar to "#pragma message" in Swift

Summary:
In C languages #pragma message is useful for having the compile output warnings when code is incomplete or otherwise you wish to leave a note for yourself or other developers that appears in build output.

Please provide a mechanism for writing warnings or messages out when code is compiled.

Steps to Reproduce:


Expected Results:
A language feature similar to #pragam message exist in Swift.

Actual Results:
There isn't one.
