Summary: While one can set proportional height constraints between a view and its superview programmatically, this is currently not possible with Control + dragging in Interface Builder.

Engineering has determined that this issue behaves as intended based on the following:
When control dragging between a view and its superview you can pick "Equal Width" and then change the multiplier.
Please update your bug report to let us know if this is still an issue for you.
My Reply
The "Equal Widths" option does not show up when control dragging between a view and its superview in Xcode 6 beta 4 (in a XIB). The only options are "Leading/Trailing/Top/Bottom Space to Container" and "Center Horizontally/Vertically In Container".
