Private top-level definitions aren't private in Swift

Summary:
it seems like top-level definitions aren't respecting the private access modifier.

Steps to Reproduce:
1. define private k in main.swift
2. define private k in notMain.swift


Expected Results:
should compiler successfully

Actual Results:
compiler complains (Invalid redeclaration of k)
