Apps built for iOS 7 don't ask for location permission

Summary:
When using Core Location on iOS 8 in an app built against the iOS 7 SDK, Core Location doesn't ask for permission to use location and thus the app never receives any location updates.

-[CLLocationManager requestWhenInUseAuthorization] and -[CLLocationManager requestAlwaysAuthorization] are not available in iOS 7.

Steps to Reproduce:
Build an app using Core Location using Xcode 5.1.1 and run it on a device running iOS 8 with plist key NSLocationWhenInUseUsageDescription

Expected Results:
Core Location should ask for permission.

Actual Results:
It does not.
