UIVisualEffectView ignores layer.cornerRadius

Summary:
If I set a cornerRadius on the layer of a UIVisualEffectView this doesn't affect its appearance as expected. The corners stay angled.

Steps to Reproduce:
1. Create a UIVisualEffectView
2. Set `layer.cornerRadius = 16`

Expected Results:
The view has rounded corners.

Actual Results:
The view has angled corners.
