REGRESSION Cannot launch iOS 7.0.3 Simulators with instrument Xcode 6 GM

Summary:
In previous versions of the beta and in Xcode 5.1.1, I was able to launch application on all the supported simulators.  Now, I cannot launch 7.0.3 simulators.

I have tried to uninstall and re-install the iOS Simulator 7.0.3 SDK.  I restarted between re-installs.

This has been reproduced on 3 different machines; 2 local machines and 1 remote machine.

Steps to Reproduce:
1. Download the attached .app and install it to ~/tmp/chou.
2. Execute the following:
```
$ xcrun instruments -w "iPhone 5 (7.0.3 Simulator)" -D trace -t "Automation" ~/tmp/hou/chou.app
```


Expected Results:
### Expected

The application to launch in the simulator.


Actual Results:
### Found

Using `iPhone 5 (8.0 Simulator)` and `iPhone 5 (7.1 Simulator)`, the app launched in the simulator.

Using `iPhone 5 (8.0 Simulator)`
