Rule list in Mail preferences is presented with selected first item off screen

Summary:
When opening the Rules pane of Mail.app’s preferences, the selected first rule is scrolled off screen, with just a thin sliver of the selection color hinting at its presence.

Steps to Reproduce:
1. Open Mail.app
2. Open its preferences (Cmd-,)
3. Select the Rules pane
4. Make sure there is at least one rule; add one if not.
5. Close preferences
6. Close Mail.app
7. Repeat steps 1. to 3.

Expected Results:
The list of rules is displayed with the first item highlighted at its top.

Actual Results:
The list of rules is displayed with the first item highlighted off screen, with a thin sliver of the highlight showing at the top of the list,

Notes:
OS X 10.10 (14A361c) German locale, no Mail.app plugins
