iCloud restore hangs after updating to iOS 8.1

Summary:
The update process for iOS 8.1 hangs when trying to restore from iCloud backup.

Steps to Reproduce:
1. Enter DFU mode
2. Restore firmware through iTunes
3. Run first setup on iPad, selecting to restore from iCloud backup
4. Enter Apple ID info

Expected Results:
iPad should setup with iCloud restored data.

Actual Results:
iPad reboots and hangs on black screen with Apple logo and progress bar stuck at ~20%.

Version:
iOS 8.1 (12B410)

Notes:
Previous working iOS installed was 7.1.2

Configuration:
iPad mini 2 (Model A1489)

Same happens with brand new iPhone 6 iOS 8.1.2 and iOS 8.1.3 trying to restore iCloud Backup or iTunes Backup from iPhone 5 iOS 7.0.4

'ios8.1.2_logs.zip' and 'ios8.1.3_logs.zip' were successfully uploaded.

Similar issues when restoring from iTunes backup

'Unknown 27-10-2014, 20-53.crash', 'Unknown 27-10-2014, 21-02.crash', 'Unknown 27-10-2014, 21-05.crash' and 'Unknown 27-10-2014, 21-06.crash' were successfully uploaded.
