Home screen webapps cannot use setTimeout after screen lock

Summary:
setTimeout and XHR is disabled after the screen is unlocked. This leaves any webapp which uses Javascript useless and broken.

Steps to Reproduce:
1. Open a webapp from the homescreen
2. Lock the screen with the power button
3. Unlock the screen
4. The webapp callbacks for setTimeout is never executed, XHR does not work

Expected Results:
setTimeout should work as before

Actual Results:
setTimeout does not work
