Hidden UIButton in UITableViewHeader is exposed to voice over

Summary:
If a button is hidden in a UITableViewHeader it is detected by the screen reader.   Setting accessibilityTraits to UIAccessibilityTraitNotEnabled or isAccessibilityElement to NO does not change the situation

Steps to Reproduce:
Turn on Screen Reader
Run:

Expected Results:
button would not be announced by the screen reader

Actual Results:
The button is announced.
