Radar - Safari doesn't know how big files are while they are downloading

Summary: When you download a file that you previously uploaded to a bug, Radar knows how big the file is, but Safari doesn't. Steps to Reproduce: 1. Visit a radar with a large file attached. 2. Click the paperclip icon to see the files. 3. Click a file to download it. Expected Results: The Safari Downloads popup shows a determinate progress bar because it knows how big the file is. Actual Results: The Safari Downloads popup shows an indeterminate progress bar, presumably because the server isn't sending the header that the browser needs to know the file size. Engineering has provided the following information regarding this issue:
Yes, depending on the age of the radar the file size may not be available. Radars created after 4/21/16 should have the file size. Older radars will not have the file size.

This does not appear to be fixed. Here's a screenshot of me downloading a sysdiagnose from another radar. As you can see, Safari does not know the file size. Or is it fixed only for newly uploaded files? Screenshot also posted at https://cl.ly/gpVF
