Show Network Link Conditioner status in Status Bar

Summary: When the Network Link Conditioner is enabled on iOS, the status bar should reflect it. Steps to Reproduce: 1. Enable Network Link Conditioner with a slow profile on an iOS device to test an app with poor network connectivity. 2. Forget that you have the Network Link Conditioner enabled. 3. Wonder why your network connection is slow. Expected Results: There is some sort of indicator in the status bar, perhaps replacing or augmenting the network activity indicator, reminding you that the Network Link Conditioner is enabled. Actual Results: There is no such indicator. Version: iOS 8.1 (12B411) Notes: Configuration: All iOS devices with Developer Mode enabled. Attachments:

This is not a feature that would be useful to the the majority of our users, only to the developer that occasionally use the Network Link Conditioner.
