Menubar icons shift when changing spaces on multiple displays

Summary:
When switching spaces, icons in the menubar shift around when being enabled or disabled.

Steps to Reproduce:
1. Use a Retina iMac with an external display

Expected Results:
Icons in the menubar should not shift around.

Actual Results:
Icons in the menubar shift around.
