Restrictions menu (Settings -> General) unresponsive

I can no longer access the Restrictions menu (see Steps to Reproduce)

Steps to Reproduce
1. Open Settings app
2. Go to General -> Restrictions
3. Disable the "Delete apps" restriction
4. Hit the home button
5. Delete an app
6. Go back to the Settings app
7. Tap Restrictions again

Expected results
On step 7., I would expect the Restrictions interface to appear.

Actual results
On step 7. nothing happens. I need to force quit the Settings app (double click home button, swipe up), reopen it and go to General -> Restrictions to get the Restrictions menu working again.
