New NSCalendar `dateBySettingUnit` function appears not to do so correctly

Summary: NSCalendar’s dateBySettingUnit method does not appear to function as the header/docs describe it. See attached playground. Steps to Reproduce: See attached playground. Expected Results: In code comments in the playground. Actual Results: See attached playground. Regression: This is new. I try to use the newest APIs to get the most value out of them. Notes: Workaround provided in playground.
