Summary:
The photos app is not syncing the Faces across multiple computers. This really should be included in iCloud Photo Library as It defeats the purpose if that is not synced.

Steps to Reproduce:
1. Set up faces on one computer.
2. Setup up photos on a second computer using iCloud Photo Library

Expected Results:
1. Set up faces on one computer.
2. Setup up photos on a second computer using iCloud Photo Library
2. See faces syncing

Actual Results:
No faces are synced and I have to set it up again on the second computer.
