Cannot log into bugreport.apple.com with Safari

Summary:
When logging into bugreport.apple.com with Safari I’m returned to the login form without an error message.
The same user credentials work elsewhere for Apple logins. Chrome works as well. Deleting Safari cookies also makes it work again for a couple of login attempts.

Steps to Reproduce:
1) go to bugreport.apple.com and try to login with valid credentials 

Expected Results:
logged in

Actual Results:
returned to the login form

Regression:
yes, this worked before reliably
