Xcode documentation window side bar shows "no contents" message

Summary:
The "Documentation and API Reference" window (cmd-shift-0) shows "No Contents" in side bar. See attached screenshots.

Steps to Reproduce:
1. Open "Documentation and API Reference" window
2. Open side bar
3. Note the "No Contents" message

Expected Results:
Side bar should contain the sectioned, drop down menu.

Actual Results:
Side bar is empty.
