Finder 10.10.4: Doesn't not open new windows when all closed

Summary:
When I close all Finder windows and click the Finder icon in Dock nothing happend. I have to right click and choose New Finder Window. It worked before and on my other Macs it is still working.

Steps to Reproduce:
1. Close all Finder windows
2. Tap Finder icon in a Dock

Expected Results:
New Finder window should open with folder chosen in Finder settings.

Actual Results:
Nothing happens.
