Summary:
When the Xcode tab bar is enabled, pressing the new tab button to the far right (the one marked with the "+") does not do anything.

Steps to Reproduce:
1. Install Xcode 6.3b3
2. Open a project
3. Enable the tab bar, if not already enabled
4. Click the '+' button

Expected Results:
A new tab is opened.

Actual Results:
Nothing happens.
