No download package for additonal iOS Simulators on Developer Portal

Summary:
The only method to download additional iOS Simulators is from within Xcode.
On the Developer Portal Downloads page, no download package is provided. Graphics, IO, and command line tools do have separate packages. Simulators do not.

This makes it difficult to distribute a full developer environment in an enterprise, for example. As further downloads must be done from within a developer tool.
This is also hard on environments with bandwidth and download limits.

Steps to Reproduce:
1. Login and go to https://developer.apple.com/downloads/index.action?name=Xcode

Expected Results:
See download packages for the iOS Simulators not included in the Xcode packages.

Actual Results:
See no download package for iOS Simulators.

Thank you for the feedback. Please know that the appropriate teams within Apple have reviewed your report. We currently have no plans to post additional iOS simulators on the developer portal.

How did you distribute Xcode.app itself without downloading it from the app store on each machine? Can you do the same with simulators?

Xcode.app is available outside the App Store from https://developer.apple.com/downloads/index.action?name=Xcode This can then be distributed over local networks.

The simulators are NOT available for download anywhere but from within Xcode.
