Photos for Mac: Can't drag and drop images onto some applications (including Preview)

Summary:
When dragging an image out of Photos for Mac, and dropping it onto the following applications, nothing happens:

Preview
Photoshop
Pixelmator

Steps to Reproduce:
1. Drag a photo from Photos from mac
2. Drop onto the icon in the dock for the application


Expected Results:
It should open the image in the application.


Actual Results:
The icon flashes briefly and nothing else happens.
