Xcode 6.3 does not launch on 10.9 (Mavericks)

https://support.apple.com/en-us/HT204663 says that Xcode 6.3 is available for OS X Mavericks v10.9.4 or later. The index page, https://support.apple.com/en-us/HT201222, says the same thing. Xcode 6.3 does not launch on fully-patched Mac OS X 10.9.5 13F1077. Xcode 6.3 contains security updates described in the linked article. These updates are not available to developers not on Mac OS X 10.10 as the security notes indicated they would be. Steps to Reproduce: 1. Download Xcode 6.3 on Mac OS X 10.9. 2. Attempt to launch it. Expected Results: Xcode should launch. Actual Results: Xcode does not launch. A dialog is presented, stating: You can’t use this version of the application “Xcode” with this version of OS X. You have OS X 10.9.5. The application requires OS X 10.10 or later. [OK] Version: Xcode 6.3 OS X 10.9.5 13F1077

Cited Apple pages have been updated
They now reiterate that Xcode 6.3 requires Yosemite (Mac OS X 10.10). The “Last Modified” date is April 10th, a day after this radar was posted.
MAS version of Xcode 6.3 lists system requirements as "OS X 10.10 or later".
If you check the App Store, Xcode 6.3 is listed as needing OS X 10.10 or later in the "Compatibility" section:
