App Icons Redraw/Reload (Applications Folder Grid View)

Summary:
Every time the Applications folder is opened the icons redraw/reload themselves and give a dashed outline while they are redrawing.  This also occurs when scrolling inside the grid view.

Steps to Reproduce:
1. Open Applications folder on the Dock.
2. App icons redraw/reload both when the folder opens and when scrolling inside the Grid View.

Expected Results:
App icons don't reload/redraw every time the grid view is opened or scrolled.

Actual Results:
App icons redraw/reload both when the folder opens and when scrolling inside the Grid View.
