Cookies and website data cookie count changes constantly

The "x websites stored cookies or other data" text underneath Remove All Website Data in the Privacy pane of the preferences is constantly changing. First it says 3 websites ... then it says 465 websites ... then it says 461 websites ... then it disappears and starts over.

Steps to Reproduce:
1. Open Preferences in Safari.
2. Click the Privacy tab.

Expected Results:
The number of websites that have stored cookies or other data should be displayed.

Actual Results:
The number changes constantly.
