Xcode fails to load list of accounts when submitting to App Store

Summary:
Xcode shows an error trying to load the list of accounts.

Steps to Reproduce:
Click “Submit to App Store” to submit an archived build to the AppStore.

Expected Results:
A list of accounts appears.

Actual Results:
Error message.
