Bot integration fails to launch simulator

Summary:
Bot integration fails on “Testing” step because it can’t launch the simulator.

Steps to Reproduce:
1. Add a bot with only test action
2. Integrate

Expected Results:
The bot launches and runs tests successfully. 

Actual Results:
The bot takes a while on “Testing” step and then fails after 120s with error: “Timed out waiting 120 seconds for simulator to boot, current state is 1. If you believe this error represents a bug, please attach the log file at /Library/Developer/XcodeServer/Integrations/<log_file_name>.log”. The log file at the specified path is empty.
