Enterprise apps not installable after update to iOS 8

Summary:
Enterprise app installation on iOS 7 works fine.  Upgrading to iOS 8 prevents installing/updating the same application.  Even if the application is deleted a new install is no longer possible.

Steps to Reproduce:
1. Install the Enterprise application on iOS 7
2. Upgrade to iOS 8
3. Try to install the same application

Expected Results:
To be able to successfully install/upgrade the Enterprise application on both iOS 7 and iOS 8

Actual Results:
Not being able to install on iOS 8 whereas the same app works fine on iOS 7.  Here are some of the errors and logs for when the upgrade/installation fails.

1. No visual feedback of an installation try.  The log files produce the following error even after the application was deleted.
Ignore manifest download, already have bundleID: …

2. Visual feedback of a failed installation (grayed icon).  All further attempts to upgrade/install fail as well.  The log files show the following error.
<Error>: profile not valid: 0xe8008011
<Error>: 0x385000 install_embedded_profile: Could not install embedded profile: 0xe8008011

Regression:
This problem is intermittent but is a definite bug in that the same app will work on some iPads with iOS 8 and not on others.
