DiskArbitration Doesn't Find Filesystems Located In /Library/Filesystems

Summary:
With the new Security Integrity Protection filesystems need to be installed in /Library/Filesystems instead of /System/Library/Filesystems. When this is done, the filesystem isn't found my DiskArbitration and the volumes with these filesystems aren't automatically mounted.

Steps to Reproduce:
1. Install a filesystem in /Library/Filesystems
2. Restart diskarbitrationd (pkill -HUP diskarbitrationd)
3. Run diskutil listFilesystems

Expected Results:
Should see all the filesystems available to the system including the one installed in /Library/Filesystems

Actual Results:
The filesystem installed in /Library/Filesystems isn't listed
