iOS 9: Tapping on Safari address bar doesn't always activate the keyboard

1. Go to Safari 2. Tap the address bar Expected: Keyboard is activated Actually: It’s not — sometimes. Don’t know how to reproduce the right Safari state exactly. But I did notice it more than once, and when that happens, it stays broken until Safari is restarted.
