withUnsafeMutableBufferPointer needs rethrows

It is currently not possible to throw from within a withUnsafeMutableBufferPointer (and related) closures. This makes error handling inside these blocks non-standard. These methods should be annotated rethrows so that they can deal with throwing closures.
