Pinned tabs in Safari only on very first window

Summary:
Safari on OS X 10.11 beta 1 only shows pinned tabs in the very first window opened

Steps to Reproduce:
1. Open Safari
2. Open a tab 
3. Pin it
4. Open second Safari window
5. Close first Safari window
6. Open third Safari window

Expected Results:
Since I closed the first window with the pinned tabs, the pinned tabs should reappear in the third window

Actual Results:
No pinned tabs in the third window, have to close all windows to get the pinned tabs back
