Summary:
During the new HSA (Hidden Service Account) creation, a specific User ID should be allowed to be configured.

This will allow admins to further target the user or ensure that it has not been tampered with.

Steps to Reproduce:
Setup DEP / Profile Manager
Enroll two OS X El Capitan devices

Expected Results:
User ID (UID) should be consistent for a service account.

Actual Results:
User ID (UID) is random

It would also be great to be able to specify the home folder for the Hidden Service Account.
