Bulk import of developers in member center fails if the last name contains an ö.

Summary: There is an error when inviting developers, with non-us characters in their name, to a team it fails. The error message states that there are invalid names in the file. Steps to Reproduce: 1. Log into developer.apple.com 2. Goto People -> Invitations 3. Select "Bulk Invite" 4. Download the sample file 5. Add devlopers to the sample file with real names with an ö. 6. Upload the file. Expected Results: File should be accepted and invitations should be sent to the e-mails listed in the file. Actual Results: "An error has occurred The file you uploaded contains an invalid last name" If I replace the ö in my name with an o, the file is accepted.
