The new proactive search is not available on iPhone 4S

Summary: The proactive search is not available on the iPhone 4S and there is no explanation anywhere why this is.

Steps to Reproduce: Install iOS 9 on an iPhone 4s

Expected Results: Proactive search should be available on the leftmost Homescreen

Actual Results: There is no proactive search and the normal search does not suggest apps.

Version: iOS 9 (13A4293g)

Notes: At least you should communicate on your iOS 9 advertisement page that this feature will not be available to older devices.
