XcodeServer Bot Hung on Archiving

While attempting to archive a build using a bot, the server appeared to hang (from my Xcode Client perspectives)
Looking through the server logs, I see this when it started to hang:
com.apple.SecurityServer[97]: Problem opening rules file "/etc/authorization": No such file or directory
