OS X 10.11: Expanded App Names Don't Show After Scrolling in Dock Grid View

Summary:
After scrolling in the Applications Grid View, Expanded App names don't show.

Steps to Reproduce:
0.  Add the Applications folder to the Dock.  Change the View contents as option to Grid.
1.  Hover over an app that has a truncated name and the expanded name will show.
2.  Scroll inside the Applications folder.
3.  Hover over an app that has a truncated name and the expanded name won't show.

Expected Results:
After scrolling inside the Applications folder, the expanded app names should appear.

Actual Results:
After scrolling inside the Applications folder, the expanded app names don't appear.
