Settings.app default scroll ofset

When I open Settings there is a little scroll offset. Normally scroll ofset should be zero at the opening of Settings.app and I should see search bar (iOS9). However when I open I see Wi-Fi cell item at the top of screen.

Hi - I like looking into iOS bugs in the UI and I can't reproduce this every time. I was wondering if the bug you are seeing only occurs when you have recently been accessing menu items in Settings which are quite low down in the list?
