Target / device selection does not appear

Summary:
When I open Xcode, the build and run targets do not appear.

Steps to Reproduce:
1. Open Xcode.
2. Open a project.

Expected Results:
I should be able to select a target and a device to build to.

Actual Results:
No target or devices appear at the top of the window. See screenshot.

Notes:
I can still build and run the application with ⌘-R.
