HealthKit bacground observer doesn't working in iOS 8.4

Summary:
The HeathKit HKObserverQuery is not working when app is in background on iOS 8.4 

Steps to Reproduce:
- Run app and run the HKObserverQuery query 
- Leave the app,
- Open health app, add some data.

Expected Results:
- The Query callback should be called

Actual Results:
- It's not called

Notes:
It is working fine in the iOS 8.1 emulator.
It doesn't work in iOS 8.4 not on emulator and not on devices
