Cellular data does not work after upgrade to iOS9.

Summary: After updating to iOS9 beta 3, the cellular data on my iPhone 5 does not work. I have since updated to beta 4 and beta 5 without any improvement. Other steps I have taken, which did not solve the problem: Hard reset. Power off then back on. Toggle Airplane mode off then on. Turn off BlueTooth. Turn cellular data off, power off, power on, enable cellular data. Enable LTE and data roaming. Wiped the phone and installed iOS9 beta 5 as a new device. Spent about an hour on the phone with Straight Talk support attempting to fix this issue without luck. Steps to Reproduce: 1. Turn off Wifi. 2. Ensure Cellular Data is enabled. 3. Attempt to connect with any app that uses internet, such as Safari. 4. The error: "Could not activate cellular data network. Turn on cellular data or use Wi-Fi to access data." appears in a popup. Expected Results: I would expect no error message, and the page to load. Actual Results: the error: "Could not activate cellular data network. Turn on cellular data or use Wi-Fi to access data." appears in a popup. Version: iOS 9.0 [13A4325c] Notes: iOS 9 beta has completely disabled the cellular data on my phone even though it shows as being enabled. I enabled the baseband logging and sent the logs to Apple. Have not heard anything back from them.
Downgrading to iOS8.4 has not solved the issue. Cellular data on the phone does not work at all.
