Cannot turn on TestFlight builds on iTunes Connect

Summary:
I’m a user with the technical role in TestFlight, yet am unable to turn on TestFlight (as pictured in screenshot).

Steps to Reproduce:
1. Create Apple Developer account.
2. Create iTunes Connect account with the developer account.
3. Upload a build for an app in iTC.
4. Invite a user with the technical role to iTC.
5. Log into iTC with this user’s credentials.

Expected Results:
The user should be able to toggle TestFlight beta builds on and off.

Actual Results:
The user cannot turn on TestFlight beta builds in iTC with this user. See attachment.
