Can't install Apple Watch app from TestFlight

Summary:
When trying to install an Apple Watch app from TestFlight, the installation fails with the following message:

Cannot Install Watch App

"The Diary" is installed on your iPhone, but the "The Diary" app for Apple Watch is currently unavailable.

Steps to Reproduce:
1. Install an app from TestFlight that has an Apple Watch app.
2. Flip the switch to Install on Apple Watch
3. Observe error message

Expected Results:
I'd expect the app to install on the Watch

Actual Results:
The app doesn't install on the Watch, and the iPhone shows the error message described above.
