CloudKit not available in tvOS SDK Simulator

Summary:
When trying to use CloudKit with the tvOS simulator it says the expected entitlement is missing.

Steps to Reproduce:
1) Setup your project for CloudKit
2) Try to get a container

let container = CKContainer.defaultContainer()

Expected Results:
CloudKit should be available and not crash.

Actual Results:
Crash.

*** Terminating app due to uncaught exception 'CKException', reason: 'The application is missing required entitlement com.apple.developer.icloud-services'
