Time Machine fails to backup because of "too little space" without growing sparse image

Summary:
I set up OS X Server on a 10.10.5 Mac, turned on Time Machine sharing, and tried to initiate a new Time Machine backup from a 10.11 machine.

The connection to the server worked fine, and it created a (password protected) disk image on the host, but the resulting sparse image bundle was identified as being only ~470GB while the amount of data determined to back up was ~600GB.

Although the disk on which the sparse disk bundle resides had ~1.8TB free, there was no way to get Time Machine to accept the backup to the targeted volume, or to try growing the size of the sparse image bundle automatically. (I thought they are supposed to grow automatically?).

Finally to get things rolling I had to manually resize the sparse disk imagef bundle on the server machine using hdiutuil:

hdituilt resize -size 1tb ./Macho.sparseimage

Then it recognized and accepted that the target sparse image had enough room:
