Notifications with single text input action can not be tapped to open app

Summary: If there is only one UIUserNotificationAction with UIUserNotificationActionBehaviorTextInput. The pull down notifications can not be tapped to open app. In contrast, Messages app can. Steps to Reproduce: 1. Launch sample app. 2. Send it to background. 3. Wait for the notification. 4. Try tapping it to launch app. Sample code: http://cl.ly/0i0w1h3a0o1p
