Mac OS X 10.10.5: Frequently Used Emoji should sync via iCloud

Summary:
I use emoji. A lot. You might say there are some I even use frequently. On all of my  devices. I want them to be the same across all of them.

Steps to Reproduce:
1) Use the emoji keyboard on iOS for a year. Frequently use some emoji.
2) Setup new OS X machine that has the same iCloud account as said iOS device.
3) Use the opt-shift-space emoji picker.

Expected Results:
All of my glorious frequently used emoji should be there.

Actual Results:
But they totally are not. 😭
