Summary:
As of 24/09/2015 almost all of my iCloud synced photos and videos are gone.
 
On my Mac, Photos.app shows: 5,047 Photos, 357 Videos.
On my iPhone, Photos.app shows: 60 Photos, 11 Videos. Uploading 67 items.
On icloud.com/#photos i'm simply getting "Cannot Load Library"
 
This unfolds into -
98% of photo library is inaccecible.
New photos are not syncing.
Devices are out of sync.
 
I'm genuinely worried that it might be gone for good.
 
I can think of 3 things that I'm aware of that might be remotly related:
I've upgraded my iPhone 6 to iOS 9.1 beta 2.
I've enabled 2 factor authentiation on my iTunes account.
Live Photos feature launch.
 
This has been like this for 2 days now, system status is all green https://www.apple.com/support/systemstatus/
 
Is there anything else I can do to help get this fixed?

Steps to Reproduce:
1. Take a Photo
2. See it's not being uploaded.

1. Open Photos in iCloud. 
2. See no access is possible.

1. Open Photos.app on your mac
2. See it's out of sync.

Expected Results:
All photos synced to the same state across all devices.

Actual Results:
Out of sync, most of the photos library is gone from the iPhone. Mac shows only previously synced photos. iCloud #photo shows "Cannot Load Library"
