Summary:
A black background appears before the menu bar loads.

Steps to Reproduce:
0. Start up Computer.
1. A black background appears before the menu bar loads.

Expected Results:
The menu bar should load without seeing its black background.

Actual Results:
The black background appears before the menu bar.

OS X El Capitan

Notes:
This bug is more apparent on machines that are older than 2011 and/or on machines that are slower to load User Interface components due to less powerful hardware or RAM constraints.
